DWR Mammals Program Coordinator Boydc Blackwell noted that 54 percent per-cent of the '94 permits have not yet been filled. He said usually 85 to 95 percent of tags are filled from January through March. The Board authorized the DWR to reallocate permits to areas where cougar numbers may be higher.
