additional protection for private lending institutions as weltas £he mutual mortgage insurance fund the federal housing administration today released a publication titled 'Contract Documents for Small House Construction" The booklet outlines and describes ‘‘the type kind and the extent of the information which should be contained in a complete' set of documents” submitted by mortgage applicants "The experience of the federal housing administration has shown” "that it is according to the booklet ' extremely difficult to obtain well drawn end complete contract documents upon which it can with confidence issue its commitment to insure a mortgage in cases Involving new construction The need for such contract documents seems obvious Despite this it is found that many prospective home owners very exacting in their usual business dealings permit loose and irregular contractual agreements when building their homes It is also found that many sound and otherwise well managed institutions are willing to make firm commitments to lend money without adequate contract documents" Taking cognizance of the risk in- volved in such procedure the housing administration to avoid these risks must take ait precautions available to assure itself that the dwelling and the security on which it makes a commitment to insure a mortgage will be built as agreed upon when the commitment was made It therefore requires that each application be accompanied by adequate contract documents The booklet goes into details the agreement general conditions specifications and working drawings A form for small construction contracts issued by the American Institute of Architects is included in the booklet together with a set of working drawings as an illustration of the type and kind of information to be presented The booklet will be distributed to insuring offices of the federal housing administration and to others upon request cop-cernl- low-yie- ld Latin-Americ- d BATHURST West Africa (UP)— The announced by N CL Havtnga mli ter of finance for the Union of South Africa In Introducing the union budget The new tax will combine three existing taxes nd be levied in two stages the first being a 15 per cent flat rate and the second a graduated rate determined by the ratio between profit and total proceeds The maximum under the second stage will be 35 per cent Consequently the total tax payable
