Outer’s commission on Three Mile Island But foes of nuclear power have grave doubts that a warning of imminent disaster would come in time if electric utilities are made fully accountable during emergencies No critic suggests a utility executive callously would Jeopardize public safety But some fear the panel recommendation will simply heighten the corporate conflict-of-interesymbolized in
