Although her father had been a provincial governor, she did not enterpolitics until November 1990. But she had a key benefactor, the former prime minister who wanted to widen his conservative party’s appealby enlisting women. Shewonelection to Parliament and soon after was appointed economics minister. In June 1993, she was elected the country’s first female prime minister. “The fact she madeit to the top is quite remarkable,” says Sabri Sayari, a former academic colleagueof Ciller and now director of the Washington- basedInstitute for Turkish Studies. : He says Turkish women are well-represented in manyprofessions — science, law, public relations > butnotin politics. Today, only 2 percent of Parlias ment’s members are women. " Still, Ciller’s election was no accident, says Nilufer Gole, a sociologist at Bosphorus University in Istanbul. “Women are almost symbols of modernity in Turkey.” The United States may be more egalitarian than Turkey and other countries that have chosen female leaders. While a woman seeking the White House must survive a costly, grueling electoral battle, several womenleaders abroad hail from politically prominentfamilies. Or they have taken powerafter a husband or father has been assassinated. Others have made their own way in parliamentary democracies considered easier for women to maneuver. Consider the 16 women now alive who servedat least nine monthsat the helm. One — Pakistan’s Benazir Bhutto — took overaf- ter her father wasousted in a military coup andlater hanged. Five othersdid so after their husbands were murdered, including the Philippines’ Corazon Aquino, Nicaragua’s Violeta Chamorro and Bangladesh’s Khaleda Zia. Yet these women are more than dynastic carryovers. They often are tough and well-educated. Aquino survived military coups, and Bhutto, confined to housearrest and exile for years, fought her way back to powerfor a second term. Andin Sri Lanka, a mother-daughter team is at work. The current president, Chandrika Kumaratunga, is the daughter of two prime ministers — her father, long ago assassinated, and her mother, who becamethe world’sfirst female prime minister when she tookhis place in 1960. In other countries, culture plays a part. England, for instance, has queens. ‘Margaret Thatcher may havebeenits first female prime minister, but it had strong female figures before,” says Irene Natividad, head of the National Commission on Working Women. Another boon has beenthe parliamentary democracy, which sometimes gives women a designated share of a party’s candidate slate.
