SEARS NORTH SALT LAKE A member of the city council and a history and government teacher who is a political newcomer vill face each other Nov. 8 in the election for mayor in North Salt Lake. In the race for two council seats, one incumbent is in the race against three others. Councilman Larry Curtis did not seek reelection. Councilman Robert D. Palmquist, 48, 82 S. 350 East, and Lyle C. Owen, 42, 461 N. 75 East, are the mayoral candidates. Running for council are: Richard V. Strong, 815 David; Councilman Joe VandeMerwe, 118 S. 3rd East; David Ostler, 252 Constitution, and Rodney Wood, 88 W. 275 North. Palmquist, who is executive vice president of the Utah Homebuilders Association, is running on a platform of experience. He has served two years on the planning and zoning commission and two years on the city council. No one with experience was running when Mayor J. Dale Smith declined to seek reelection, Palmquist said, so he decided to run. Palmquist said he would be better able, with his background in city government and in his homebuilding which he considers the citys occupation to handle growth main problem. Palmquists platform also includes additional police protection and increasing the safety on Highway 91 through n lanes and a stop light near the Camelot Mobile Home Park. Owen, a teacher at Valley Junior High School in the Granite School District, said he is running for mayor to continue work started by the present mayor and to improve in areas he believes deficient. He said the city needs better police protection, better facilities for the fire department and better planning, and these things could probably be accomplished without a tax increase. Owen said some approvals in hillside development that were made shouldnt have been, but the city council is moving ahead to resolve some of the problems. Owen said the biggest problem facing North Salt Lake is how the city will grow. We need better planning than in the past, he said. Councilman VandeMerwe, vice president of a construction company, pointed to his experience in government and in his w'ork in his campaign. VandeMerwe said he is running because he is concerned about the orderly growth of the hillside and is encouraging development of light industrial areas in the west area of the city. He also said the city has not raised taxes the eight years he has been in office. He said the problems of growth in the city can be handled not by spending through proper planning and engineering more money. g Wood, a licensed general contractor, is a resident of North Salt Lake who believes representation from his area is needed on the council. He lives in the western half. Im for a businessman-lik- e approach toward North Salt Lakes financial affairs, he said. Wood said one reason he is running is that he is qualified to help the city in some of its storm drainage problems. He also said the city needs more commercial development. Also a part of his platform are police coverage, additional school crossings and better maintenance of roads. Richard Strong, a research analyst for the Legislature, said he is running because he sees plenty of needs in the city, and believes his background qualifies him for the job. He has a masters degree in public administration. He has been chairman of the board of adjustment and a chairman of a committee on commercial and industrial development for the master plan. The four goals in his platform are: representation of all North Salt Lake residents; adoption and implementation of the master plan; enforcement and updating of city ordinances; and proper planning. Ostler, a loan officer for Valley Bank in Salt Lake City, is a newcomer to politics. He moved to North Salt Lake five months ago from Centerville. He said he is running to provide representation from his area, the hillside developments, and he would like to see better planmng to resolve some of the citys flooding problems. City officials have passed the buck on some issues, according to Ostler, and no one person has stood up to enforce laws.
