Authority for conducting the aforementioned hearings is contained in Section and through 18, Utah Code Annotated, 1953, as amended The Board and the Commit tee, upon initial considera tion, have approved the 101378 draft of the proposed State Implementation Plan and the 101378 draft of the proposed Air Conservation Regulations for public hearing. The proposed State Implementation Plan addresses the following: Legal authority for air pollution control; requirements for review of new and modified air pollution sources, surveillance of air pollution sources, monitoring of ambient pollutant levels, resources available for an air pollution control program; in- tergovernmental cooperation; prevention of the significant deterioration of air quality; strategies for control of particulates, sulfur dioxide, carbon monoxide, oxidants, photochemical nitrogen ment dioxide; and and govern public of the plan impact; Air Conservation Regulations; and emissions inventory. The proposed Air Conserinclude vation Regulations the following: A foreword which outlines the basis for the regulations and the Committee and Board policy concerning them; a definitions section including several new definitions; a section dealing with general requirements of air pollution control, requirements for periodic reports of emissions from air pollution sources and availability of that information to the public, provisions for control a section of open burning; dealing with control of air analysis pollution installations including requirements for notice of intent to construct and approval orders, the degree of pol lution control required of new air pollution cuntrui of existing including emission limitations in areas of the State which have not attained the National Ambient Air Quality Standards, control of new sources in areas which have not attained standards including provisions for offset of air pollution emissions sources, sources from new sources, the credits, for baseline for determining that offset and banking of offset requirements emissions testing and emissions inventory, a section dealing with emissions standard including visible emissions, sulfur content of fuels requirements, emissions of sulfur from Kennecott Cop- Smelter, per Corporation automobile emissions control and control of fugitive dust and fugitive emissions, requirements for continuous emissions monitoring from certain categories of sources and provisions for handling unavoidable breakdowns, a section dealing with the eligibility of pollution control expenditures for sales tax exemptions; an appendix which details the National Stan dards of Performance for New Stationary Sources, an appendix which details the Federal Prevention of Significant Deterioration of Air Quality Requirements, an appendix which details the National Emission Standards for Hazardous Air Pol- an appendix which details the Clearing Index System.
