November 19 1978 Footprints - Peace and Soviet Buildup President Carter says U S -- Soviet tensions are easing, and Russian President Leonid Brezhnev agrees. But Brezhnev, in his meeting with a dozen U.S. Senators Friday in Moscow, slanted some remarks at elements in the United States who would "intensify the arms race with stupid statements about the increased Soviet threat." This type of attitude, he claimed, is slowing completion of the new strategic arms limitation treaty which he described as "95 percent complete." Despite Brezhnev s assertion that U.S. hardliners are trying to "extort" an advantage. American negotiators must keep their guard up in talks with the Russians, judging by sources which tell of a massive Soviet military buildup. Only recently here in Provo Maj. Gen. Franklin L. McKean, commander of the 96th Army Reserve Command in Salt Lake City, warned of Russia's "unprecedented expansion of its strategic and tactical forces" as he called for citizen support of the military reserve program in this country. From another direction came a somber warning by John M. Fisher, president of the American Security Council. Writing in the American Legion Magazine, Mr. Fisher declared that while the Soviets are arming to the teeth, the U.S. is being lulled into apathy by the "disarmament lobbyists" who preach "peace at any price. " Said Fisher: "The organized lobby has claimed much of the credit for cancellation of the B-- l bomber, cancellation of the U.S. ABM missile defense system designed to protect our nation against missile attack, and delay of the decision to produce the neutron bomb which is needed for our defense of anti-defen- se NATO ..." He added that the lobby in Washington has advocated the U.S. troop withdrawals from Korea and Taiwan and has worked for the defense budget cuts "which have so weakened our defenses." Fisher said. anti-defen- se - In his Provo talk, highlight of Military Recognition Day" sponsored by the Provo Chamber of Commerce, Mr. McKean declared that Russia is exhibiting a mas- sive, unprecedented, and explained growth in military power. He especially cited a growth in the number and capability of strategic nuclear forces and in aviation capabilities; an evolution in naval forces demonstrating a capability and determination to openly challenge U.S. presence on the open seas; a significant increase in conventional forces; and a sharp jump in quality and quantity of Soviet tanks, personnel carriers, weapon systems, etc. He indicated concern that the Soviets "use the umbrella of detente to 'imply' a reduction of military buildup which is continuing to make substantial improvements in strategic and tactical weaponry." The remarks of Mr. Fisher, and of Maj. Gen. McKean are only two of many recent sources of concern over preservation of of power. through balance peace Certainly America should be closely involved with Russia in peace negotiations, but we must be sure that disarmament is something that is achieved in concert, and not unilaterally. If the Soviet is building its military to the extent reported, why? During Storm It isn't often one gets ones spirit buoyed particularly as one gets older. Lately, however, I've really been "up" due to the mail I've been getting. I've been receiving all these neat letters from the U.S. Army, the U.S. Navy, and the U.S. Marine Corps. Letters that say, "Hey, we're looking for a few good men and you've been selected." Or letters with a personal touch, "As a leader, you belong in the U.S. Army." Then of course, "Join the FREE." Navy and see the world Can you imagine them wanting me? Geneva Works Sad Implications in Air Cleanup Proposal Editor Herald: On Oct. 24, 1978 the Deseret News reported on proposed pollution control measures for Geneva Steel air cleanup, that are required by EPA, and were presented to the Utah Board of Health bv Alvin Rickers, director of the Bureau of Air Quality. Mr. Rickers indicated the cost to Geneva Steel could be $250,000,000 and that compliance by 1983 is required. Since that time one of the TV stations interviewed Geneva personnel including General Superintendent Huish, and my impression was that there was no way United States Steel Corp. would be able to spend that kind of money for pollution control and stay in business at Geneva Works. Mr. Rickers indicated concern in saying that he hoped Geneva could survive without suffering financial disaster, Geneva Works is having a real struggle to make a profit now and to add investments of $250 million with operating costs for this equipment is out of the question. The total cost of Geneva Works to the corporation is probably less t than $250 million, and the pre-sen- pollution control facilities cost less than $50 probably cost a to operate each corporation had that it could invest, I am sure it could find a better investment than pollution control facilities for Geneva Works that would make Geneva even less competitive than at present. If we go on the premise that the corporation will not spend the money to clean up the remaining small percent of air pollution, and that the regulations will not be relaxed, what effect would result million and few million year. If the $250 imllion ? Geneva Works would close and below are some of the ef- fects I foresee: The Geneva work force out of work (4500 to 5000 people).
