Owners of apartments and condominiums rented to tourists claimed the management agency authorized by the World's Fair to handle tourist rentals owes them between $200,000 and $300,000. "I think they ought to pay us poor people," said Jane Keaton, whose family owns an apartment building listed by the agency. "We've all gotten a rotten deal. They didn't stick to their bargain." World Property Management was set up to accept rental fees from tourists and pass the money on to the apartment and condominium owners after taking a 10 percent cut. But John Harley Fowler, the foundering agency's receiver, said it has been unable to the owners for six weeks because rental fees Eay failed to meet expenses. Fowler said lodging owners will be asked to accept less money than was originally promised in an effort to keep the agency from going broke. "The company is very short on cash," said Fowler, who was appointed to monitor the agency's spending after lodging owners filed five lawsuits to force payment of debts. The Keatons, who claim the bureau owes them $9,000, filed suit in Knox County Chancery Court in an effort to hold fair promoters accountable for the agency's debt. City Attorney Jon Roach said promoters agreed in 1979 to turn over profits to help pay back the city's bond debt once the fair's own debt is met. Promoters have said they expect to pay back by September $30 million borrowed from 43 banks to get the fair off the ground. "They don't have a surplus until their obligations are met," Roach said. Promoters first expected to finish the fair with a $13 million profit. But now they expect to make just $5 million because of higher costs to run the energy exposition. Hours before Nimmo addressed the VFW's national convention last week, delegates passed By voice vote a resolution asking for the presidential action, and assurances that measures would be taken to ahlt his indiscreet public statements. Frank Terry, a spokesman for the VA in Los Angeles, said members of the VFW objected to remarks they said indicated Nimmo believes "some veterans' benefits are handouts from the government." Te veterans also were mad about remarks "that Nimmo is said to have made that he disliked Vietnam veterans, and about feeling uncomfortable with disabled veterans." Nimmo denied making such remarks and a White House spokeswoman denied comment on the call for a reprimand. In his speech, given a polite reception, Nimmo said the VA plans to increase research into the effects of Agent Orange, a defoliant used in the Vietnam War which some veterans blame for lingering ailments, and remains committed to the health and welfare of veterans. He told delegates an ongoing review of VA programs is not a prelude to eliminating or reducing them, but instead is a means of assuring they are operating at maximum efficiency. Nimmo vowed he would ask President Reagan and Congress to approve, in future years, more than the $138 million budgeted for VA medical research for 1983. which he called inadequate. He admitted spending public funds reportedly to refurbish his Washington as much as $54,000 office, but insisted the work was necessary. "I don't have to apologize for cleaning that mess up and making it a habitable place for people to work," Nimmo said, adding the office had dingy walls and stained carpeting before the renovation. Nimmo also said he has repaid the $6,411 paid in overtime wages to the driver of his government limousine and said his wife is now driving him to work.
