Judge Joseph G. Jeppson up held the constitutionality of the search and seizure provisions in the new liquor locker club laws being challenged by in a suit filed by former Attorney Gen eral Phil L. Hansen for 27 pri vate clubs. However, the court will also hear other constitutional ob jections to the law raised by Hansen earlier. Clubs contend search and seizure provisions are unreasonable and that it is unconsti tutional to make the clubs ag ree to the provisions to be li censed. The state savs it has the right to require clubs to submit to such searchers as a reasonable means to enforce the law. Search and seizure law apply only to hours when clubs are in operation. An invalidated Salt Lake City ordinance once recuired clubs to furnish keys to police so of ficers could enter at any time. CITY Exactly How He Felt . . . Ind.
