C. correspondent Colorado is seeking an oil shale research and field test center on its Western Slope to try to salvage a bit from the moribund costly federal oil shale development program. Sen. Timothy E. Wirth, D-Colo., successfully sponsored an amendment amend-ment providing for an oil shale research re-search and test center which was added to the national energy policy bill (S 1220) when it was being marked up in the Senate Energy and National Resources Committee in late Ma That bill was reported to the Senate on June 5. "Now we are talking to the Senate Appropriations Committee and to Byrd's people on the Interior Appropriations Subcommittee about getting a research center funded," Russell Shay, a legislative assistant to Winn, told Western Resources Wrap-up (WRW) on June 18. Such a proposal will have to be offered as an amendment to the 1992 Interior Department appropriations bill after it gets to the Senate, as no similar effort was made by Colorado in the House, where hearings are still ongoing on-going on energy policy and where the Interior funding bill was marked up in the House Appropriations Committee on June 19. A group of Western Coloradoans was here this past week to talk to the Department of Energy (DOE) and their Congressional delegation to try to site a proposed oil shale research re-search and field test center at Parachute, Colo,, where UNOCAL Corp. suspended operations of its shale oil project on June 1. They were preceded by a letter that Gov. Roy Romer, D-Colo., wrote on May 13 to Sen. Robert C. Byrd, D-W. It cost UNOCAL $654,200,000 to build the project from 1981-83. The plant started to operate in 1986, converting convert-ing shale oil into a high grade synthetic syn-thetic crude oil. The plant was designed de-signed to produce 10,000 barrels of shale oil per day, but it has not produced pro-duced more than 6500 barrels per day, according to UNOCAL. DOE in 1986 considered establishing estab-lishing and operating an oil shale test facility, and in April the Oil Shale Action Committee made up of representatives from Colorado, Utah and Wyoming endorsed an oil shale research facility. Romer said federal funding for an oil shale research re-search center could come from the $8 million that was provided annually annu-ally for the now-terminated Occidental oil shale project and from $286 million in federal subsidies subsi-dies remaining in a $400 million contract that UNOCAL signed with DOE in July 1981. The Dinah-Mites Dinah-Mites are expected to be there in their dress greens to help with the ribbon cutting and with the concessions conces-sions and ushering, etc. All of this is in preparation for the Grand Opening of the most important impor-tant public facility this area has ever seen. What a magnificent facility our community has built From the Entrance to the Exit from the Museum to the Indoor Arena, from the Convention Hall to the Rodeo Arena to the Amphitheater, this facility fa-cility is one each and every one of us must see and celebrate this Saturday. As I've shown various people the facility over the last few weeks, the predominant impression 1 hear is a sheer amazement at the excellence in the planning of this facility. As one goes from the Rodeo Arena to the Amphitheater, people are enormously enor-mously impressed with the size of the facility and how wonderful it is that our community could have these facilities. As you go then to the Indoor Arena, a sheer amazement amaze-ment at such an excellent facility. All of which makes it easier for students to learn more. And for more students to learn. The Western Park pearance and the obvious attention to detail that has been put into that facility is recognized. Then to the museum, which in most cases has still been closed, and then to the grounds and, in total, the impression impres-sion is that this is a humongous achievement for a community this size and even more impressive is the fact that it's not only such a large, comprehensive facility but that it's all "so very well done." Whether you've been out there a hundred times or not at all, you owe it to yourself and to your community communi-ty to be there Saturday for the ribbon rib-bon cutting at noon and for whatever whatev-er other events you can stay to enjoy en-joy throughout one the most important impor-tant days in our community.
