Section 4: All of the area included within the above proposed District is located and situated within the boundaries of the City of Naples, Uintah Uin-tah County, Utah and none ol the area proposed propos-ed to be included in said High Country Special Improvement District is Included in or is part of any other improvement district created under the provisions of the above-referred to statute, to-wit: Title 10, Chapter 16, Utah Code Annotated, as amended, Section 5: The area proposed to be Included within the proposed District is generally that area in what is known as High Country Estates Subdivision and the area lying immediately West of Said lubdi vision lo the Section Line (Fifth East). After construction is complete, it is proposed that the system be turned turn-ed over and transferred to the Ashley Valley Water and Sewer Improvement Im-provement District to be by it operated and maintained main-tained thereafter. Section 7: It is proposed propos-ed that after the formation forma-tion of the District the City Ci-ty of Naples shall, pursuant pur-suant to statute, be permitted per-mitted and authorized to secure loans for the dut-poses dut-poses herein outlined and set forth; and to issue bonds or debentures therefor. Said bonds or debentures are to be secured by special assessments, payable over a period of years, to be levied on each lot or tract of land where a con-ection con-ection is made or provided provid-ed for to the sewer system. Said assessments shall attach to the land and the land shall be security therefor as set forth and provided for by statute. (Title 10, Chapter 16, Utah Code Annotated) . Section 8: It is proposed propos-ed that said Improvement Improve-ment District shall be vested with all of the rights, privileges, and prerogatives of any special improvement district organized under the provisions of Chapter 6, Title 10 Utah Code Annotated An-notated (1953) as amended amend-ed and shall be subject to all the limitations, obligations and restrictions restric-tions " set forth in the above mentioned statute now provided for or any that may hereinafter be prescribed by law. Section 9: It is proposed propos-ed that as soon as possible possi-ble the District acquire a complete and adequate sewer system sufficient to provide for the needs of the residents and inhabitants in-habitants of the land within said District in accordance ac-cordance with the engineering studies in connection therewith. Section 10: The estimated cost of the sewer system improvement improve-ment proposed to be constructed con-structed by the High Country Special Improvement Im-provement District is approximately ap-proximately $300,000. Pursuant to statute, such estimate shall not constitute con-stitute a limitation on the improvements to be constructed con-structed by the District. Section 11: It is proposed propos-ed that part of the estimated cost of construction con-struction shall be raised by the issuance of the District's general Obligation andor Revenue bonds or such other debenture as is appropriate, ap-propriate, the same to be paid by the levy of special assessments on the property. Any written protest may indicate the reason for the protest; for example ex-ample that the protes-tant's protes-tant's property should be excluded from the District as it will not be benefited by the proposed propos-ed improvements.
