To be completed by the Corps will be an enviromental impact statement. Data for that statement has been gathered in the Moab area by the Conservancy District, and assistance on material research re-search has come from the State agencies involved. Mr. Schumaker expressed the feeling this week that the project had been given a high priority by state and army officials, and that he was hopeful that following the meeting .next Thursday, a schedule of activities to follow could be released. The Environmental Policy Act of 1969 calls for a series of formal public hearings on the draft and final environmental impact statements. Also, final funding requirements will need to be worked out. The Corps of Engineers will be the principal funding agent for the project, allocating their portion of the finance package to flood control benefits. The Utah Division of Water Resources Re-sources has pledged considerable consider-able funding assistance to the project, and it is anticipated that the balance of funding will have to be raised locally. The Mill Creek Project proposes the construction of an earth-fill dam just east of Moab Valley in Mill Creek Canyon, where water will be stored during winter months to insure Moab Valley use during summer months. Water from Mill Creeek would be diverted during the summer into upper Spanish Valley through the Sheeley Tunnel in the vicinity of the old county airport, to irrigate new acreage to be developed in the upper valley. Experimental agricultural plots plo-ts with grapes and fruit as the principal test products have been operated for a number of years utilizing the "drip irrigation" method of farming. Good results and considerable data have been obtained in the experiments. |
