One of the necessary steps in getting the project done, is the creation of a water conservancy district; in Grand County, similar to districts formed in surrounding sur-rounding counties, to erve as the sponsoring agency. 'And to get this district created, the signatures of a large number of property proper-ty owners will be required on petition forms to be submitted sub-mitted to District Court.
