Show pected theater box office bandit were captured by citizens. Those two Instances are cited to drive home to authorities the value of public cooperation in law enforcement work. Time and time again, experience has proved that citizens can be of inestimable value to police in catching criminals and other law violators. That cooperation should be encouraged, not discouraged, by police and officials. Recently In Salt Lake City we had a case In which a citizen charged police with discourtesy and failure to follow up a tip on some drunken drivers. The Telegram Is not prepared to say that the particular charge of drunken driving made by this citizen was warranted or that the police failed to do their duty in refusing to arrest the accused motorists. BUT, we do maintain that such an incident does not indicate proper encouragement en-couragement of cooperation of citizens with police. The value of public cooperation In law enforcement en-forcement work is so great that police would be wise to bend over backward In an effort to receive with all courtesy and thanks any complaints com-plaints or Information from citizens, and to convince the particular citizen and the public in general that they appreciate and welcome such cooperation.
