Show BLOC MAPS OWN NEUTRALITY ACT Arms Embargo Would Be Retained WASHINGTON, Oct 3 INS-Senate INS-Senate forces opposing President Roosevelt's proposal for repeal of the V. S. arms embargo today began drafting a bill to be offered as a substitute for the administration's administra-tion's neutrality program. The proposed legislation will embody em-body three major points: 1. Continuance of the present arms embargo. 2. Put the sale of nonwar commodities com-modities on a cash-and-carry basis. ba-sis. This provision was a part of the present neutrality law, but it expired May 1. 3.
