Show U. S. Charges Mail Fraud In S. L. Teachers' Bureau Man Is Arrested at Sealtle on Federal Indictment Signed by Jury Here Alleged operations of a fraudulent teacher placement bureau in Salt Lake City were revealed Friday with arrest of a man in Seattle on a secret federal indictment. The defendant, J. Ray Allen, was arrested by postal inspectors. The indictment was returned at the recent re-cent grand jury session here. Two codefendants were accused, but still ar at liberty. Federal authorities said Allen was charged with operating he same kind of scheme in a federal indictment indict-ment here in 1931, and that he served a term in McNeil island federal prison. Allegedly using the mails to defraud, de-fraud, the defendants operated the Professional Placement bureau, 508-8 Mclntyre, building, the indictment indict-ment said. The asserted scheme, as alleged in eight count in th indictment, was to advertise in western newspapers that teaching positions were open in the west and that the bureau could place applicants. Persons anawering the advertisements advertise-ments were asked to send 110, for which their nsmes would be enrolled en-rolled on a placement list for one year. Later, an applicant would be asked to send either 25 photographs of himself, or S1.50. The newspapers also wer defrauded de-frauded by not being paid for the advertisements, the indictment (aid.
