Show Bates Defends Paroles Rapped by Head G-Man 1. Edgar Hoover director of the federal bureau of investigation, inves-tigation, and Sanford Bates, former director of the federal bureau bu-reau of prisons and a Salt Lake City visitor Friday, don't sec eye to eye on the parole problem. While Mr. Hoover was attacking state parole systems in a New York address, charging most of the country's most dangerous dan-gerous criminals have been recipients of parole clemency, Mr. Bates staunchly defended the parole system.
