Accepting Mr. Hood's statement us composed of -facts the Sugar ward people have been shamefully shame-fully imposed upon and the health of the entire city is menaced in consequence. Someone is responsible for these outrageons conditions and it is the duty of the grand jury to fix that responsibility. ' Grand Jury Should Fix Responsibility. If their charges are well founded the residents of Sugar ward have grounds for serious complaint against the Salt Lake Council. The location of the j pesthouse on Parley's creek, where all refue from the hospital drains into water used for culinary and irrigation purposes by residents of that part of the city, is asserted. to be the cause of the outbreak of smallpox in Sugar ward. The county authorities do not deny that this is a most likely explanation of the situation found in that district Sunday. Nicol Hood, who speaks for the people of the infected ward says: "The people of Sugar House are unanimous unani-mous in declaring that the pesthouse is responsible for the outbreak of smallpox. The isolation hospital hospi-tal is located on the main creek that runs through Sugar House Ward and while many families are compelled to use the water for culinary purposes, all use it for irrigation. In this way the disease has been spread and there is no one to blame but the City Council. For years repeated protests have been made to the Council against the maintaining of the esthouse at this point. It is right in the confines con-fines of Sugar House and not over 500 feet distant from residences. Then the pesthouse wagon is driven through the streets with patients and no precaution pre-caution laken to prevent a spread from this source. I myseVhave gone to members of the Council and protested against the apparent disregard of the welfare wel-fare of the people of Sugar House. I havepld them that some day there would be an epidemic of smallpox small-pox in that locality and that it would be a terror. The game protest has been made by others and it is no surprise to us that the scourge has at last come. To give the people an idea of the outrageous-condition of the pesthouse it is only necessary to mention the fact that there are no sewer connections with the hospital. . All refuse goes into the creek that passes the place. Patients wash in the water and launder their clothing there. Then this water flows down the creek to.be used for jarions purposes by the |
