Show AS PROMOTIONS SHOULD BE MADE. If a lawyer or a-doctor graduates with high honors hon-ors and begins practice, if he is not a perpetual stu- ! dent and does not keep up with his profession, he ( falls behind atid in ten years becomes an old fogy. It is so with every business in Ihe world. Very many men fail because they do not keep up with their business. Some time ago. at the President's suggestion, promotions pro-motions were made in the army by selection. This has led to much heartburning in the army. To cure that the President proposes at the eofning session to j accomplish indirectly a promotion of army officers j on merit alone. The President's suggestion is that ! officers who fail to pass the examination for pronto- j tiou shall be retired, then promotion will be by se- j niority. Elticient officers would not be forced to mark time behind the inefficient. Congressmen and other high officers of the (lovernment would not be able to influence promotion; it would have to be on merit and in the order of their commission. Industry, Indus-try, enterprise and professional accomplishments would finally get their innings.. It seems to us like a good idea. |
