Show JAPANESE EXPLAIN THEIR WAR LOANS WASHINGTON, April 20. It is learned here that the Japanese Government Is about to raise another domestic loan of $50,000,000. and the fact that this follows eo quickly- -on the fourth domestic loan and the Issue of the-$150,000,000 foreign loan' in New York and London, has led to an official explanation designed to correct any- misapprehension. This is to the' effect ef-fect that the expenditures, estimated at - ' $'j9O.O0O.O0O. and the new loan has also been arranged- for by the agreement with , . the bankers last March to supply $1U0,-UI0.OOO. $1U0,-UI0.OOO. ... It 1s further explained that in preparing Its financial scheme the Japanese Government Govern-ment has purposely divided the loans with ' special reference to the periods of subscription sub-scription and the monthly expenses. Attention At-tention is called to the fact that the for- .' eign loan is Intended to maintain the specie reserve for trade purposes, and only the domestic loan is to meet the war expenses. As the major portion of these are paid 1n Japan, the expansion of the convert-. convert-. ihle notes and consequent rise in prices is prevented. These domestic loans are provided for during the fiscal year by an appropriation of Jio.OOO.OOO to be derived - from war taxes, and it is said that the result bf the Increased taxation has so far been perfectly satisfactory. |
