' ' In his communication to the City Council Mayor Morris says that-- the changes requested are fair and just and in his opinion should be passed. He declares that he is advised by the "City Attorney that the city, can secure the necessary property by condemnation. condemna-tion. Immediate action, he declares, Is far better and less expensive. Another plan, he says, is for the taking tak-ing of the water 300 feet below the power plant of the company. This would bring it out at a high level, but not according to the plans voted upon at the' election. This the Mayor declares de-clares should not be done. |
