Such Is the statement of Governor Charles R. Mabey to members of ths Utah delegation In congress asking them to vote against ths bill. His letter let-ter follows: "I am deeply concerned over H. B. 11,111, Introduced by Representative Dunn of New Tork. and dealra to call your attention to a few features of ths bill, which. If enacted Into law, wUI bs detrimental to this stats. SERIOUS HANDICAP SUN. "Under sections four and five, the present procedure In handling of federal fed-eral aid will be entirely upset and the road work In the Western, states will be seriously handicapped. ' Section four contains a provision relating to failure to place under contract any approved ap-proved projeot within one year after ouch approval. This will seriously hamper proposed work which cannot be taken up In certain rases becauaa of lack of local funds, which must be al- lowed to accumulate over a period or two or three years In order to finance particular projects. Under section five the limitation of federal aid has been reduced to tU.SOO per mile beginning with tha fiscal year 1, and 110.00 per mile thereafter.
