Last week, however, the National Nation-al Education Association reported a bumper crok. A record-breaking total about 400 were passed in the last 12 months. Most of them concerned salary increases. Thus 44 states passed emergency appropriations to grant teachers cost-of-living bonuses or to raise their minimum' salaries. New or liberalized retirement plans were enacted in 27 states. |
