Utah citizens paid S.5; of their total income for state and local taxes in 1P16. The percentage was next, highest in Arizona, wherti collections were equivalent to S.0'"r of total income of residents resi-dents of the state. Nebraska's ratio was lowest, with 5 9' :; . The average for thirteen western states for which comparable data are available was 7.4 T. Utah's total tax load for 1916. including Utah's share of all Federal Fed-eral taxes, was $223 million, or nearly one-third of the combined income of all residents of the state. State and local taxes in Utah in 19-17, will be nearly 25r, higher than for 1916, and more than 75','c higher than in 1910. The report also shows a comparison com-parison of local property taxes charged in the eight mountain states for 1910 and 1946, indicating indicat-ing that the percentage of increase in-crease in Utah was greater than for any other mountain state. Property taxes for 1947, which in Utah increased 29rr over 1946 are not considered in the comparisons, since comparable data are not yet available for other states. The report cites Federal grants- in-aid as a significant factor sometimes overlooked in comparison com-parison of federal, state, and local lo-cal taxes. During the period 1934-1945, 1934-1945, Utah received a total of $241,223,000, or an average of more than $20,000,000 per year, in federal grants. The report comments, com-ments, "Had the amounts received in federal grants been collected as state and local taxes, the relative importance of state and local government gov-ernment policies and administration administra-tion in determining the proportion of income required for taxes would have been much more apparent. ap-parent. Federal grants-in-aid were equivalent to 5.6 of the total in- come of Utah residents for the twelve-year period, 1934 through 1945." Federal state and local taxes required re-quired 32.4 of total income of Utah residents in 1946, compared with 16.4 in 1930 and 21.6 in 1940. |
