The council suggested that they take over the entire celebration and the Guard officers agreed to take the matter to the organization and notify the council later as to their decision. Several property owners including includ-ing W. E. Johnson, Charles Hansen, Bert Palfreyman and Arthur Hatch met with the council to report that property owners on First South and above Eighth East were ready to deed to the city a 66-foot street. The council agreed to their proposal pro-posal and stated they would have an engineer survey the road. Police Patrol It was decided at the meeting that the police officers should patrol pa-trol city streets during the noon hour as complaints have come in concerning hot-rod races and other dangerous practices involving stu dents and endangering the lives of everyone during the noon hour. Officers Of-ficers will also be instructed to keep students from walking in the streets. Garbage Cans It was brought out during the meeting, that property owners are not to leave garbage cans outside their property after the garbage has been collected. These cans are to be picked up and hauled away if left. Also city officials desire to remind citizens that it is unlawful to bum garbage in the city limits or to build a fire of any kind. Dog Licenses Orders have also been given the Springville dog license collector to impound all animals found roaming roam-ing the streets, day or night. All dogs must have a license tag attached at-tached to their collar but with or without a tag they cannot be off leash or off the owner's premises at any time, it was reported. Finance Plan J. A. Burrows of the Edward L. Burton financing company met with the council to discuss plans for financing a proposed sewage disposal plant. Methods of working out an equitable plan to raise money for the project were discussed dis-cussed but the fact that about half of the property owners are now connected to the sewer and half are not presents a problem, it was stated. The city council discussed plans for rest rooms at Memorial Park, and Paul Haymond, councilman, was authorized to have definite plans drawn up. |
