Show The maximum without a special election could be financed in Nebo district with an increase of 2.0 ; mills in the combined state and local property tax rate. However, the maximum program with an election would necessitate a property prop-erty tax rate increase of 8.1 nulls over that of 1953. This school program provides ! additional equalization for most of the "poorer" school districts without with-out increasing the total amount of state aid required. Foundation analysts an-alysts state this is accomplished by channeling' a greater propor tion of the avaible state aid to the needy districts and permitting the "wealthier" districts to meet their own needs by local tax effort. The report indicates that it may be possible for Utah to escape a state property tax'or schools in 1954, if all the recent school finance fin-ance changes become effective. (A question has been raised concerning con-cerning the recent cigarette tax increase.) However, Foundation analysts p'oint out that a reduction in the tsate property tax levy for schools in 1953 and 1954 was made possible by a 1953 Legislative appropriation ap-propriation of $13.1 million fpom sales tax revenues. |
