Under the authority author-ity issued in an order by the war department depart-ment an arrangement has been concluded conclud-ed between directors of the leading universities uni-versities of Great Britain and the American Amer-ican Y. M. C A. so that American officers offi-cers atid enlisted men will henceforth be eligible to attend university courses in this country. Some months ago a project was planned by the American Y. M. C. A. to establish estab-lish temporary schools and college courses in Great Britain, and to bring over from the stales, a staff of instructors. It was proposed to take over buildings In this country and adapt them to sciioot purposes pur-poses for American troops on leave. After the armistice was signed the war department at "Washington decided that American troops were to return directly from France, without having leave to Kngland. This decision, however, has since been reversed by a war department order, the announcement of which waa made public by General Biddle. comma com-ma nding tiie American forces in Greu t Britain, and officers and men will now be allowed ka-e to come to Enfiland. Tho war department has, therefore, authorized au-thorized the army educational comniis-sion comniis-sion to proceed with arrangements by which officers and men can attend colleges col-leges in this country. If the order is put into immediate effect it will be possible pos-sible to form classes for the present term, but if there is any delay it will be impossible im-possible to carry through the arrangement as proposed.
