The debate came after the receipt hero of the text of the speech made in the house of representatives in Washington on February 11 by the resident commissioner, commis-sioner, Felix Cordova Davila, In which he urged congress to state definitely whether wheth-er statehood and complete self -government for Porto Rico was possible. If it. was not possible, the commlsioner told the house, he would insist on complete independence.
