HUNS MUST PAY FOR DESTROYED LOOMS LONDON, Nov. 28. The aim of reconstruction recon-struction in France and Belgium will be to restore the means of production, asserts as-serts Dr. Christopher Addison, British minister of reconstruction. "The textile trades In Germany," he said, "may have counted upon the advantage ad-vantage which the destruction of looms would give them in the markets of the world. The burden of the restoration of the machinery must fall upon thotee who destroyed it." It would he within tho power of the allies, said Dr. Addison, to withhold from Germany- cotton goods until the Germans had made ffood the machinery they had destroyed. In the economic weapon, he point fid out, civilization had a great means for obtaining international justice.
