ColviUe Barclav, the British charge d'affaires, discussed the situa lion with state department officials and notified them that orders hail gone forth to British consuls to consult with American consuls on the advisability of withdrawing from northern Mexico. From high official quarters it was learned tonight that no decision has been reached with respect'to the recognition recog-nition of any government in Mexico, but that tho subject would be fully considered at I he pan-Amcricarn coufer-ence coufer-ence in New York on Saturday. It is understood that on account of a press of international affairs General Car- ranza s invitation to the conferees to meet him at some point, on the border may not be accepted, but the suggestion sugges-tion of discussing with his representatives representa-tives the international questions involved in-volved in the situation is likely to be met by an invitation to Carranza to send delegates here instead. Will Hear All Factions. It is said to be the intention of the pan-American conference to give an audience also to representatives of other Mexican factions who already are en route to Washington, ss that before a final decision is reached the entire situation, with respect to recognition, recog-nition, may be caret uny studied from all viewpoints. Much depends on the outcome of the struggle for military supremacy which is now being waged. Representatives of General A- ilia here are confident that he will turn the tide near Torreo'n, where the forces of General O.bregon are advancing for battle, hoping to literally crush the Villa movement. The pan-American conferees will take under un-der consideration the amount of territory terri-tory controlled by each faction, so that the result of the coming battle may have an important bearing on the judgment judg-ment of the conferees. It is understood, under-stood, however, that . several weeks probably will elapse before recognition recogni-tion of a government is decided upon. Carranza's Proposal. The proposal of General Carranza, if recognized, to give due attention to the matter of claims through joint com-f com-f missions, is understood to have attracted at-tracted the attention of the French govornment, and is believed to have Been one of the purposes of Embassador Embas-sador Jusserand's call today. It is unlikely, un-likely, however, that the question of claims will be taken up by the United States until after a government in Mcxicn ib recognized, discussion of Mich points being held to be related vitally to the general financial rehabilitation rehabili-tation of the country which would fpl-low fpl-low recognition rather than precede it. |
