Mem hers of the duma and Zem- stvolsts are flocking here to attend the : congresses of Zemstvoists and municipal leagues. Judging from the speeches and . the resolutions passed by the local Zem- , BtvolatS and the city council Salurdav, the congresses will strive to calm the i public, particularly the working men.
