Whoa President Wilson, discussing his own experience, criticized commercial commer-cial organizations for their strictly local lo-cal view and pointed out the need of a co operation which should keep the entire en-tire country constantly in mind, he may have, thought that he was giving voice to some original ideaborn of the ' ' New Freedom. ' ' Mr. Taft, when president, became conscious of the same lack of co-operation and took the initial steps which resulted in the formation of the Chamber Cham-ber of Commerce of the United States. He had sat at the banquet board of many energetic commercial organizations organiza-tions and had noted that their view was as limited as their energy was great. He saw in them an opportunity for a central organization which could accomplish ac-complish objects of benefit to the whole country, objects impossible of achievement achieve-ment by any mere local organizations. All they need is co-ordination,''' he said, and at his suggestion a meeting of representatives of all such organizations organi-zations was held at Washington. From this conference was evolved the Chamber Cham-ber of Commerce of the United States. The president realizes, as many members mem-bers of his party do not, the value of co-operation in business. He believes in fo-operation between business and legislation. leg-islation. That is not a characteristic of Democracy with a big "D." Habitually Ha-bitually it has viewed biz business with suspicion. Whenever a business interest inter-est went to Washington with some proposal pro-posal for legislation, a Democratic congress con-gress immediately decided that the proposal pro-posal was meant to aid one interest inter-est only an.d could not possibly be for the benefit of the entire country or any important part thereof. The suspicion frequently was warranted by the facts, but it led to a lack of discrimination which prevented that cooperation co-operation between business and legislation legisla-tion which the president now so much desires. - It is a cheerful note of conditions nowadays that the chief executive, al- ' though a Democrat, recognizes the meit ! of business combination. It is true t that he draws a distinction between the word3 combination and co operation, ; but that is merely a sop thrown to Democratic sentiment. It is evident that , he does not share with his party in the belief that there must be ruthleas ' competition in every department of rommerc.
