LITTLE FIGHTING ON WEST FRONT Armies on Both Sides "Dug In" for Winter; Paris and Berlin Reports Make Divergent Claims. (Special Cable by Arrangement With London Daily Telegraph and International Newa Service.) LONDON, Feb. i. It is impossible, in view of the contradictions in the German and French official statements, to get a clear idea of what is happen-in happen-in in these first days of February along the battle line extending from ;the North sea to the Vosges. Today, as on other daj's, both Paris and Berlin claim victories of considerable consider-able importance and, as has happened before, both claim victory in the same action. This particular battle, almost as hotly contested in the official reports as on the field itself, took place at a point north-northwest of Massige. Here, according ac-cording to the French report, "the Germans Ger-mans gained some headway by the explosion ex-plosion of a mine under the French trenches, but the entire position "was retaken by us." German Claims. According to Berlin, the kaiser's troops succeeded in capturing the French trenches on a front twenty miles long, taking seven officers and 601 men prisoners and capturing nine machine ma-chine guns, nine smaller guns and much war material. Tho report also says that the French made several counter attacks during the. night, but weie repulsed re-pulsed in each instance. Consensus of opinion is that the fighting that is going on at scattered points along the line is of desultory desul-tory character and of absolutely no bearing either on the general result re-sult of the war or on the plans of the hostile camps for the spring campaign, which will be under way full blast in a very few weeks. For the most part both French and German troops arc pretty well 1 ' dug in ' ' for the winter in strongly entrenched and comfortable positions, and the commanders com-manders on hjoth sides realize that the woist enemy they face is disease, which will be increased if the men are forced to too hard campaigns during the bad ncaiuer' of midwinter. This is taken to bo the second step in the campaign forecast by Admiral Von Tirpitz, a war against all ships approaching ap-proaching the British isles. The destruction de-struction a few days ago of British merchant mer-chant ships by German submarines was gene-rally regarded as the first step fn the Von Tirpitz plan and the day 's announcement that even the waters off the Dutch coast will be made dangerous for hostile or neutral shipping is accepted ac-cepted as another move in the campaign to starve the British isles by keeping all vessels away from them, no matter what flag might be flown. This admiralty announcement is. of course, tho chief topic of conversation in England tonight, and the general feeling is one of confidence that the British admiralty will soon find a way to nullify the effect of the German warning "and probably to react so on Germany herself that her statesmen will wish they had not made the announcement announce-ment iu the first place.
