Tho lock of hair was sent herein here-in a consignment of 55000 worth of rare books for a local dealer, who says tho hair was included In tho consignment without his knowledge and who refuses to pay tho $70 duty for tho hair as demanded de-manded by tho government officials. Articles of antiquity must bo 100 years old to enter this country free of duty. Dickons was horn In 1S12-, moro than 100 years ago, and It has been argued that for thl3 reason tho hair should be admitted admit-ted duty free, oven though the lock was cut In later life. The customs house officials of-ficials maintnln, howovcr, that tho lock Is not yet an antiquity nnd must pay tho regular duty on hair, 35 per cent of its value. The dealer Involved hns taken tho case to tho secretary of tho treaBurv. asking to be permitted to tnko tho hooka out of tho customs house and to havo tho hair returned to tho consignor. |
