State Engineer Engi-neer James Stephenson has announced that at 2 p. m. on the 2.1rd day of June, at Rupert, Ida., proof will be submitted of tho completion of works for the diversion di-version of fiiiOO cubic feet per second of tho waters of Snake river, In accordance with tho terms and conditions of the permit per-mit issued by the Stato Engineer. The proof will be submitted by J. G. Camp, projc.ct engineer of tho Minidoka proj-. proj-. oct. acting Tor the Secretary of the Interior. Inte-rior. With this compliance with tho Slate irrigation law the title to tho waters of Snake river for the irrigation of this tract will be perfected. In 'March. lOOIi. the government made application for a permit to divert 5600 second feet of water from Snake rivor for the Irrigation of 1S0.000 acres of land; which is one second foot for each thirty-two acres. The permit was issued on June 23, and the government was given live years in which to complete the works. The gravity system waseom-pletcd waseom-pletcd last year and while the pumping system will not be entirely completed by June 2.1 of this year, it Is believed the construction will be far enough advanced to constitute a substantial compliance with the law. Water cannot be delivered for the pumping system until the pumps arc installed, but the completion of the main canals and laterals Is expected to make sufficient showing to acquire title to the water. Had the government beon unable to complete works of sufficient capacity to divert 5600 second feel, it would have boon given title to the amount of water that could be diverted. Beneficial use Is the basis of tho state law. and no irrigation system Is given more water than It can beneficially" use. This will be tho first proof offered In -behalf of any large irrigation enterprise under tho present State law. The Twin Falls company appropriated Its water under tho provisions of the old law, before be-fore the present law was enacted. Up to March 1 the actual cost of construction con-struction of the Minidoka system, including includ-ing the dam; was $1.7tt I..13G. .Including the expense of handling the lownsltcs and all other expenditures, the total cost was Sl.86n.227. Tho pumping system and the installation of the power plant at tho Minidoka dam will materially Increase this amount. The total estimated, cost w'as over ?2..ri00.000. but it Is given out that I'rto actual cost will exceed the estimates. es-timates. The reclamation engineers have encountered en-countered many obstacles during tho progress of tho construction work, but these arc all overcome and the completed works arc regarded as a triumph of engineering en-gineering skill. Engineers who have inspected in-spected tho dam and the canal systems pronounce them lo be of the most substantial sub-stantial and durable character to be found anywhere in the world. The system Includes In-cludes 110 miles of main canals and branches. |
