Count Tolstoi, In tbe Btutian Oazette, calls attention to the continued miserable condition of the peasantry peas-antry of Russia. He says famine again threatens some districts. The rye harvest is as bad as it was in 1891, and oats are an utter failure. There is complete dearth of material for fires, and tbe people are exhausted ex-hausted by last winter's misery.
