Crush Out a Party that Threatens to Bankrupt 7 the County A whole lot of good sound honest and logical argument why the people of Salt Lake should vote the Democratic ticket has been sprung in the city council by Councilman Coun-cilman Rich and his Democratic associates assocates Folland and Hardy within the past two weeks As has been stated heretofore in these columns Rich has been prolific of sensations sensa-tions all sprung however in the interest of good governmentof an honest administration adminis-tration of city affairs and a scrupulous accounting ac-counting of the peoples money That he and his Democratic associates have sprung these exposures of Liberal jebs j and jobbery upon the people at this time has been done for political effect is not a question of importance enough to entitle en-title i to consideration That each and overy charge made by these champions of the people is true or susceptible of proof is beyond question This statement alone is sufficient to outweigh out-weigh any charge of partisanship brought against them But leaving all other considerations aside whether i was for political effect or not the dead cold facts are that every charge is true Rich who has been the leader in this fight against corrupt Liberal administration administra-tion of city affairs is not a rainbow chaser and he is sufficiently keen of sight to recognize recog-nize a political aurora borealis when he sees one Consequently every opinion he has advanced and every statement he baa made is worthy of consideration NOTORIOUS LOOSE He and his associates have stated time and again both publicly and privately that the city funds were being spent in a notoriously noto-riously loose manner that the city was being robbed by its servants and that the only result of such a course could be disaster dis-aster to tile party fathering it and protecting protect-ing the men who were guilty They fought and fought until they have gotten the Liberal Lib-eral members of the council on the run and it only remains for the voters to complete the matter at the polls on Tuesday next Keep them running Smash tie life out of them I Pound them from top to bottom and dont leave a vestige of the present ring that is in control of the city government I Then we will hear no more of bold unadulterated un-adulterated steals in the watermasters department Then will no more be heard of jobs iu ingThen the ereotion of the city and county build Then will the books be opened to the representatives of the Democratic party and the expenditures of the peoples money be shown Then will the money spent in street improvements im-provements in this city be distributed equally and impartially in each and every precinct of the city Then will no more hobos dagoes cheap foreigners be harbored and herded by heads of city departments at the citys expense ex-pense for the sole purpose of voting the ticket of the party in power LOOKING BACKWARD But a brief review of the charges that have been made by Democratic members of the city council against the administration of Liberalism in the city will refresh the minds of the taxpayer and voter and call more vividly to his memory the corruption that exists today in the different departments depart-ments of this city On Oct 1 at a meeting of the city council the committee on irrigation to whom was referred a charge of crookedness crooked-ness in the ofhce of Watermaster Harvey presented a report that on the whole was a whitewashing document While it admitted ad-mitted that loose and even criminal methods had characterized the conduct of that office it rather protected the water master and it remained for Councilman Hardy to spring the true situation of affairs af-fairs He directly charged Deputy Water master Hughes with robbing the city obtaining ob-taining money by fraud and with forgery his methods described in detail being to place false names upon the pay roll tnen writing orders to which these names were signed and drawing the cash upon the same using it for his own benefit The time of genuine employes was placed on the books at double the number of days they had really worked forged orders or-ders for the excess resorted to and the cash converted to the same use Men who had never worked for tho city were also placed on the pay roll and the money supposed to have been earned by them drawn by Hughes upon forged orders or-ders The rsport recommended that steps betaken be-taken at once to have tho deputy water master arrested and prosecuted to the full est extent of the law for his crimes Hardy supplemented his report with a statement that the conduct of his office by the watermaster amounted to nothing less than criminal carelessness Harvey was glossly negligent of even his smallest duties kept no accounts or books whatever and had no idea who was employed em-ployed in his department the matter of hiring and discharging men being left to his deputies and ho had no means to or did not ascertain who was working in his department until his deputies made a report re-port portBeardaley as chairman of tho committee stated that while bo had signed tho majority major-ity report he endorsed every word of Hardys report in reference to Hughes The conduct of the office of watormaster had been grossly careless and tho greatest I dishonesty had existed in the office but without the knowledge he believed of the 1 watermuster Hundreds of dollars were stolen from tho I taxpayers by Hughes and that Harvey was criminally careless in his administration of his office was admitted by all the councilmen menYet in the face of this scathing denunciation denuncia-tion of the state of affairs and the direct criminal charges made a Liberal council whitewashed Mr Harvey and so arranged it that Hughes walks tho streets today free man untrammeled by any of the environments en-vironments that usually surrounds such people On October 2C a report of the joint city and county building committee being under consideration Folland in debate intimated that a job was in sight whereby the city was to be robbed of 20000 on the lire proofing scheme then reported upon at least such rumors had reached his cars A special committee appointed to investigate the matter of fireproofing the joint building build-ing carrying with it instructions to look into the rumored steal of 20000 failed to report one word in reference to the matter The report true or false was smothered in the committee To arrive at ths true Inwardness of the b affair and if possible to cheCk such a job Rich at the next meeting of the council offered of-fered the following resolution I That a competent architect who i not In any manner connected with the contractors of the I joint city and county building and in no way connected with the city government be at orfce engaged to estimate the actual cost of changing chang-ing the present plans and specifications of the lag city and county building Into a fire proof build ingA A Liberal council voted this resolution down slowinl conclhsively that the investigation inves-tigation of rumored jobs was not in their lineBalked Balked in his desires to arrive at the true inwardness nf joint building schemes Rich determined to at least arrive at a knowl arrve edge of the expenditures of the citys cash In the different departments He applied to the auditor for facts and figures relative to the expenditures of the street department de-partment Being flatly refused the information he went to Want land the chairman of the committee Here to be met not ouly with a refusal of any information but tound his way blocked by Wantlands influence to obtaining his information elsewhere At the next meeting of the council determined to have a fair square show for the Democrats Demo-crats of the city and the constituents in his precinct he presented the following resolution reso-lution That one of the members of the minority of this council be placed upon the finance committee commit-tee the chairman of the council to name the member This resolution was tabled by the unanimous unani-mous vote of the Liberal councilmen with tho exception of Evans who was excused At the next meeting held Nov 1 Rich determined not to be balked of his purpose to learn how and where the peoples money had been spent presented the following That the street supervisor deliver to thh council at the next regular meeting the total amount of the expenditures of the street department de-partment this year Riving dates and places where work has besn done the cost of each separate part of work the amount spent in each precinct and what work has been done by resolution of the city council or what has been done by the street committee without resolution resolu-tion being passed therefor In support of his resolution Rich stated in no unequivocal terms that he had tried to get the information he desired from the auditors office and it had been refused him An application to the chairman of the street committee had meet with a flatfooted flat-footed refusal and the chairman of that committee had balked him on every hand He was as heartily in favor of street improvements im-provements as any member of the council and had worked hard and faithfully to secure se-cure to tho people of Salt Lake good streets good pavements and good crossings cross-ings It had been stated however on good authority that of SioOOO spent in street improvements 10000 of that sum had gone into one precinct alone and it was a fact beyond question that within the past two months 24000 had been spent upon the streets of this city without resolution of the council The street force numbering number-ing about seventylive men during the summer had been increased by the chairman chair-man of the street committee at this time to ISO men I the chairman of the street committee has been spending that amount of money without authorization of the council he proposed to know it I anyone else connected with the repairing of streets had spent it he wanted to know it He proposed to call the chairman of the street committee to an account and if it was found that he had used his position to spend over 12000 per month for street repairs re-pairs without authority he would move for that gentlemens removal from the chairmanship of the committee The chairman of tie street committee had opposed his obtaining the information he wanted in every way possible possi-ble but he would have the Information and i there was any way by which his end couldbe accomplished be proposed to adopt that way In reply the only answer given by the chairman of the state committee was a general denial couched in such terms however that the truth of Richs statements state-ments was practically admitted Evans tho Liberal member from the Second precinct and Heiss from the First precinct supported Richs resolution and admitted in more or less strong terms that the charges were correct As a matter of course however the resolution was killed On top of all this are the charges made and they are beyond contradiction that Chairman Wantland has loaded the street gangs down with 100 extra men not needed now by any demand for street repairs but simply placed on the pay roll to insure their votes for the Liberal party and that the irrigation department has herded in camps in City Creak and Parleys carious another 100 useless employees placed upon the pay rolls at an expense ex-pense of 150 per day and boarded by the city at an additional expense of 70 per day simply and wholly to insure their voting for the dominant party at tho polls on Tuesday next Voter will you stand this Taxpayers shall your money bo squandered and riotously riot-ously spent in this loose and downright criminal way You have in your power to administer the severest rebuke the city adminiatra tion has ever received You are being deliberately robbed of your money day in and day out The expenses of the city government are three times what they ought to be under anhonest administration A vote for the Democratic ticket is a vote to correct the abuses told of here A vote forthe Democratic ticket is a vote to open the books aad have them investigated investi-gated A vote for the Democratic ticket is a vote against robbery jobbery for a representation repre-sentation on the important committees of the council against the unequal and partial spending of street repair moneys and against unauthorized expenditures of more than 13000 per week alone A vote for Democratic ticket is a vote for a pure city administration |
