WASHINGTON Jan 23 Although no direct di-rect official statement can be obtained here I it is nevertheless learned tonight that the sociatodPress dispatch from Santiago do I Chili reporting the failure of the communication r communi-cation just sent by this government that of Chili is in the main correct though couched in much less diplomatic terms than the original and going beyond it in orginal one particular par-ticular of importance The immediate impelling causoof sending send-ing this communication seems to have been the receipt by the secretary of state through Minister Montt of a polite announcement an-nouncement on the part of the Chilian gov e rnment that Ernment MINISTEU EGAK IS NOT A PERSONA GRATA but on the contrary a persona ingrata in the estimation of the Chilian government coupled with the suggestion that a speedy adjustment of existing difficulties and the promotion of good relations between the two countries will be facilitated by his withdrawal It was not considered proper or desirable to comply with this sugges ton which was entirely unexpected and in fact created great surprise Thereupon it was determined the controversy should be I brought to I decisivopoint by inviting IIILI TO CHOOSE BETWEEN TWO ALTERNA TIrES namely to promptly withdraw the offen I oten ive Matla circular and also make repara tion to the victims or to tho families of the victims of the Valparaiso mobs or incase I in-case of refusal t understand that diplomatic diplo-matic relations between the United States I and Chili must entirely and indefinitely cease No demand that she make an apol cgy for those attacks was included in the communication thus sent for the reason it is understood that Chili has already made to this government earnest disclaimers disclaim-ers of sympathy with or complicity in the deplorable occurrences of last October and hat expressed deep regret for them There is good reason to believe all that is contemplated by this government m the event of a possible refusal by Chili to comply com-ply with these demands is simply tho THE SEVERANCE OF DIPLOMATIC RELATIONS and that the supposed danger of war is by no means increased by the step now taken On the contrary it is believed no moro serious results would follow the cessation folow of diplomatic intercourse with Chili than have followed similar interruptions of such relations with other countries in tho past It is understood this government was not only surprised but also disappointed by the receipt of a suggestion for Minister Ecans recall In fact a settlement of the long depending diplomatic controversy upon ex isting lines seemed to be progressing favorably favor-ably and there was no apparent reason why objection to Egan should be made at this late day There is also good reason to believe Minister Montt is greatly disap pointed by this unexpected turn of affairs which threatens to end his earnest efforts to bring about an aimcable adjustment by the usual diplomatic methods Senator Morgan of Alabama head of the Democratic minority on the Senate for eign relations committee in the course of conversation today on the report that Minister Egans recall had been requested said This would be a good opportunity to send I SOME GREAT AMERICAN down there whose name would carry with it dignity and authority such a man as Ed munds for instance as ambassador to that government for the purpose of negotiating a treaty and looking over the Held Our treaties with Chili should be terminated That would be no offense to Egan An ambassador is sent to do a particular thing partcular to adjust affairs and arrange relations be tween the minister accredited to a power and the government of that power It would be a fine opportunity for the govern mont to show its desire to do justice
