appropriation was also reported with like notice The credentials of James Henderson Kyle Senatorelect from South Dakota were presented and filed Frye called up the House amendment to the tonnage subsidy bill and moved to non concur in the amendment and that the request re-quest of the House for a conference be granted Reagan expressed a wish that the House amendment be nonconcurred in rather than that tho danger of a more objectionable objection-able bill from the conference committee be incurred Subsidizing ships he held was not going to increase commerce The only way to increase either imports or exports was to remove the shackles of the tariff The bill was simply and nakedly a gift to the ship owners of the country Morrill moved to concur in tho House amendment Vest expressed himself opposed to all matter of subsides The sUbsidy did not apnly merely to vessels to be built hereafter The Red Star line with four Americanbuilt ships running from Philadelphia would receive a large subsidy without expending a single dollar even for repairs and the Pacific Mail company wouia receive ooo000 a year without further expenditure These companies were already making money without aid from the treasury But at the risk of appearing ap-pearing inconsistent he was willing i it would terminate the matter and prevent bringing worse to agree to the House amendment Cameron stated as conference report on tho bill a to claims for Indian depredations was presented pre-sented and agreed to Carlisle moved to amend Fryes motion by reducing the amount for the transportation transporta-tion of foreign mails to 1250000 and it was agreed to The question being on Morgans amendment amend-ment allowing contracts to be made with vessels owned exclusively in the United States Plumb moved to add to it the words and constructed in the United States Morgan then withdrew his amendment remarking the vote just taken had annuled the purpose had in view Fryes amendment as amended was agreed to and the bill passed A resolution was offered continuing the select committee on Pacific railroad debts during the recess of the Senate with power to sit Washington Agreed to The Senate then at 2 pm proceeded to consider the agricultural appropriation bill Carlisle made the point of order against the committee amendment allowing sorghum sor-ghum sugar manufacturers the use of
