Show UI Federal Interference i Elections WASHINGTON May 8 Representative Rowel Row-el chairman of the committee on elections who was instructed by the House caucus t prepare pre-pare a cbU providing for an extension of the functions of the national supervisor of elections today introduced the measure in tho House I is patterned upon the bill prepared by the Senate committc on privileges and elections and reported by Senator Hoar but carries the principle of petition for judicial Interference further in that it permitsJHfty or more voters In a county or parish instead of one hundred voters to secure the benefit of the supervisory system It provides punishment forany person per-son who should change the position of boxes intended In-tended fora congressional ballot with intention t deceive The chief supervisor in each election elec-tion district i required to Keep a poll list and a list of rejected votes showing the reasons for their rejection He i also required separately separ-ately receive these rejected ballots place the name of the voter upon the back and enclose them in separate envelopes Supervisors aro also required to inspect all ballots as they are being canvassed and counted by local election officers and make a separate return of the result the otc being governed by the laws of tho state In the counts except as otherwise provided pro-vided by the act They are also 1 inspect the returns for Representatives and Delegates in Congress of local inspectors of elections and note whether or not they disagree with their own returns In case the polls are not opened within one hour from the time fixed by the state law it i made tho duty of the supervisor to 5J open them to ballots for Representatives and Delegates i Congress only and conduct tho election ana make returns according to the state law In each judicial district dis-trict a canvassing board is to be created cre-ated composed of the chief supervisor the United states district attorney and tho United States marshals This board is to Unted Stts boar 1 correct cor-rect imperfect returns with the assistance of J the supervisors tabulated returns for Representatives Repre-sentatives and Delegates and furnish a copy to the attorneygeneral and clerk of the House of I Representatives This latter officer is to examine amine the returns and where the result conflicts con-flicts with the returns of the local canvassing board t the extent of returning a different person per-son t Congress then neither of the persons sos so-s certified shall be placed upon the roll until the cJ House decides which has been duly elected |
