A 2-1 vote, although it favored the motion, is not good enough and the m'o- tion dies. IT HAPPENED last Wednesday in Bountiful City Council meeting when the council attempted to put an end to a long-debated issue regarding re-garding sidewalks Ho be constructed con-structed on both sides of a dedicated de-dicated street within all subdivisions. subdi-visions. The issue came to light again last Wednesday night during a discussion about a 48-lot subdivision sub-division proposed on property owned by the Utah State Retirement Re-tirement Board at about 1650 East 1500 South. THE SUBDIVISION requested re-quested sidewalks on only one . side of the, road a variance which has occasionally been granted by the city under certain cer-tain conditions but which has come under attack by some city officials. City Engineer Jack Balling read a letter which he had written writ-ten to the city council opposing any variances for sidewalks on only one side of a dedicated street. He referred to the ccity ordinance of 1965 which requests re-quests sidewalks on both sides. HE SAID sidewalks are needed for the safety of the public and elimination of a sidewalk on one side of the street should not be a tradeoff for improved environment. "Now I'm not against environment," en-vironment," he stressed, "but sidewalks are essential for safety as well as maintenance and snow removal." He noted that during the past dozen years there have been only four traffic fatalities in the city and two of those were auto-pedestrian auto-pedestrian deaths. COUNCILMAN Paul Allen said he. too. favors sidewalks on both sides of a city-owned street, but noted that there are inequities even on city property proper-ty with a sidewalk on one side of the street or no sidewalk at all. He said this is particularly true where there are city-owned city-owned reservoirs and also on Bountiful Boulevard along the golf course. MR. BALLING said he knows this to be true and emphasized that these projects especially that along Bountiful Boun-tiful Boulevard will be completed com-pleted just as soon as funding is available. He suggested that the city could bring the sidewalk problem prob-lem "up to standard" with special spe-cial improvement districts in areas where there are no side-w side-w alks or where sidewalks exist only on one side of the street.
