Utah Region Proposal The Utah State Legislature lias, for for the second time, presented Gov.-Scott Matheson with its recommendation for reapportioning of the state's Utah House of Representatives district boundaries, a move which will now place Garfield in District No. 73, with Piute, Wayne, Kane and part of Washington counties. Gov. Matheson still has several days in which to decide if he will sign the bill or veto it. Legislators claim if he rejects this plan, the original plan will then be placed into effect. The change is a mjaor victory for Garfield and other southern Utah counties, which before were teamed up in a gerrymandering district which went all the way from a portion of Carbon County, through a part of Emery, Wayne, Piute, Garfield, Kane and a part of Washington County. The districting is done on a basis of following guidelines which require population totals to be within 4-percent of these prescribed figures. Under the new propossal, all districts meet that criteria, with the largest district in southern Utah, District 71, with 20,200 persons, and the smallest, District 69, with 18,820. ( In addition to the full counties of Wayne, Piute, Garfield and Kane, District 73 includes the Hurricane area of Washington County, and the Beaver area of Beaver County. Proponents of the new proposal claim this gives a better "common" Interest to the district as all are in the general southern Utah region. However, other counties did not come as well as Garfield. Sevier County, for example, is split just south of Richfield, where the towns of Monroe, Elsinore, Joseph and Sevier will be placed in District 68. This district also includes all of Millard County and the Gunnison Valley portion of Sanpete County. The remainder of Sevier County, including Annabella and Central, along with Richfield and all cities to the north, join with the western portion of Emery County and the communities of Ferron, Castle Dale, Orangeville and Huntington to make up District 71. District 72 is now made up of Iron County and the Milford and Mincrsville areas of Beaver County. The remainder of Sanpete County, including the Manti, Ephraim, Mt. Pleasant and Moroni areas will join with the Helper area of Carbon County and the Elmo and Cleveland portion of Emery County to make up District 69. District 70 will include the Price and East Carbon divisions of Carbon County; the Green River portion of Emery County and the Thompson and Ouray areas of Grand County. The remainder of the state remains the same as the original plan which was part of that which the governor vetoed last week. The Legislature overrode the veto, but then presented a new plan for the governor's consideration. |
