Show never the right time ; It one were to pick the perfect time in a community from the standpoint of economics, to embark on any major community improvement, we are afraid that very few projects pro-jects would ever get off the ground. Situations change, tilings might be a little better than they were, but are not ever quite as good as they might be a few months from now. Unemployment varies, families come and go; some industries speak in terms of tightening their belts and others speak of expansion. But the situation is never perfect. These thoughts cross our mind as we look at proposals of Moab City this week to begin the final big push to complete com-plete Curb, gutter and sidewalk work in the older part of the community, which encompasses also the paving of streets from curb to curb. The project, which was started in 19'S, has moved forward for-ward slowly. Time after time it has been put off because community economics "just weren't right." As we look back to 19?S, however, we see that at no time during the past fifteen years did community economics look as bleak as they looked then. But major progress was made, and the first of a large number of special improvements improve-ments were accomplished. We think it is high lime we moved on with the work. Too much has been said and too little done about finishing the job that was started over ten years ago. Not only would it be advisable to embark on the proposal outlined by Moab City, it would be good to sec City fathers look into the possibility of constructing sidewalks within existing subdivisions subdi-visions an improvement which is going to be required in any future Moab subdivisions, but was not required under previous zoning laws.
