Show Utah CWA Program Entered Second Phase j Feb. 15; Lasts to May 1; The Civil Works prcgram In U-, tah entered upon its second phase this week, when February 15th marked the exhaustion of the fir.-.t -appropriation of $400,000,000.00 The ' second phase is expected to contm- ' ue until May 1st, at leat, thcugh probably on a diminishing schedule. The Administration of the 700 or , more projects in the various coun- j ties of the state, which have em-1 ployed upwards of 18.000 men, is under the direction of the Statal ; Civil Works Committee. Mr. Mar- j i riner S. Eccles, now Assistant Secre- j j tary of the Treasury, was the firs' 1 chairman of the committee, namei , by Mr. Harry L. Hopkins, Federal I Administrator. He has recently be?n succeeded by Mr. Stephen L. Richards. Rich-ards. Mr. Richards and the other mem ' bers of the State Committee serv?j entirely without pay or compnsa-! tion of any sort whatever. The sanw is true of the CWA committees in charge of the administraticn of th? program In every county of th state. No Civil Works committeeman committee-man ls employed for pay In the di rection of any part of ths work. These committees function much along the same patriotic lines as did the Liberty Loan Committees during the World War, their only compensation being their satisfaction satisfac-tion in this high type of community communi-ty service. The actual administration of th? work is under Robert H. Hinck'ey. Director of both the State Civil Works Administration and the Governor's Gov-ernor's committee on Public Welfare Wel-fare and Emergency Relief. With him is a paid staff of men and women wom-en chosen both for their fitness foi their jobs and their need for employment. em-ployment. This is true of both th? state administration and the various var-ious county administrations. The federal funds involved are safeguarded by every possible pre 'caution, both as to the handling of the money and its close auditing. The money is disbursed by bonded representatives of the United States Treasury, whose every step ls carefully care-fully checked. As the second phase is entered, social utility becomes a dominant feature of the undertaking, with engineering and other such details being more carefully watched in the inception and direction cf tha projects. The undertaking was launched primarily as a means cf providing some measure of work to the vast army of the unemployed and speed was the essential factor in putting the men on the payroll.
