Show Reclamation Projects Must Be Started Soon The Upper Basin States of the Colorado River Compact must get their reclamation projects going before 1965 or the water will go to California by default, Leo Harvey, Har-vey, Pleasant Grove, president of the Utah County Water Users Assn., and director of the Provo River Water Users Assn., said on Wednesday.
