A committee of finance was also appointed to be comprised of Councilman Coun-cilman J. II. Miller, chairman of the Recreation committee and Edward Lee and Joseph F. Walton of the band group. The expenditure of the sum of $1030.00 or the balance of the budget bud-get amount set aside for the band was left in the hands of this committee with the understanding that they pay all the bills for concerts, practices, etc. connected with the band and report monthly to the council. It is definitely understood however, that the band give at least ten concerts throughout the season and that four ! holidays be reserved for city use, the same to be designated later. J. J. Mercer, Commander of the local post of the American Legion, was also present, and submitted blue prints of the proposed Memorial Stand to be erected in the cemetery. In connection with these, a bid from Jared D. Kellar was presented for this work. This bid however, did not include the bronze tablet or the chains or the cement balls. Another bid for the construction of two cement buttments in the cemetery was also received from Mr. Kellar. The following resolution resolu-tion was presented and a copy of it transmitted to Governor Deni: WHEREAS, there has been duly enacted by the Legislature of the State of Utah, an act providing. for the establishment, building and equipping of a "Utah State Training School" for the care, isolation, protection, pro-tection, treatment and education of the feeble-minded persons, and WHEREAS, under the provisions of this law, there is created a commission commis-sion known as the "Utah State Training Train-ing School Commission" to be composed com-posed of five members, which said commission shall consist of the Governor Gov-ernor as ex-office member and chairman chair-man and four other members to be appointed by him, and the duties of which said commission shall be to investigate the different sites and locations lo-cations proposed, suggested or offered, offer-ed, and to consider all proposed, suggested sug-gested or offered, and to consider all proposals and inducements tendered the State by way of donations of money, lands or building sites for the purpose of said institution and to make a selection of the place for the establishment of said school, and WHEREAS, the district comprising American Fork City and environs is ideally located as a site for laid "Utah State Training School" for the following reasons: Cemetery committee authorized to have the work done at the price specified. speci-fied. Mr. Hamilton, attorney for the Better Bet-ter Recreation Club, appeared before the council and in view of the fact that judgment had been passed agaist two members of the club and that the same had been taken to the District Court in order that the constitutionality con-stitutionality of the city's Pool Hall Ordinances that are involved might be determined, requested the council to let the matter rest in abeyance until the city attorney passes upon the question or until the court renders a decision. The petition was referred to the mayor and the recorder to consult the attorney and report back. (Joseph F. Walton and Dr. V. F. Houston were present relative to the condition of the lane immediately in the rear of their properties. They expressed a willingness to co-operate with the city to keep the same clean. Due to the unsanitary and immoral conditions made passible by this lane, they asked the council to close the same and to sell to each owner that parcel of land abutting his property. The matter was referred to the mayor and recorder to consult the attorney. Samuel Dean, Sr., presented a record rec-ord which included a list of the numbers num-bers of every residence and business house in the city. It also designated their location as to streets. The same was accepted and the accompaning bill allowed. The bid from Axel Bloomquist for the renovation of the public toilets including the work on the upstairs of the Fire Station, was accepted and referred to the Public Property committee com-mittee for immediate action. A Questionable relative to the number and type of American Fork's population, its school population, its . leading industries and attractions1 was received from tho Chamber of. Commerce of Provo. Councilman Miller reported that bids received for the construction of the lattice fence between the school lot and tho City Hall property had been presented to the School Board. The board, however, was not in favor of that type of fence but were willing) to pay half on tho construction of1 some practical type of wire fence.
