Moving the residents from an institutional environment into the community will allow them a more homelike situation closer to their families and encourage participation par-ticipation in community resources. More importantly, it will encourage and teach residents to become functional citizens. The Utah Division of Services to (he Handicapped is planning the movement of a small number of residents from the Utah State Training School to community based residential programs. The State Master Plan recently approved by the Division's Policy Board slates that all client movement within the continuum will be based on the policy that new placement must be equal to or better than the client's existing program. Prior to movement, each resident will be evaluated in depth, utilizing the CDKK (Client Development Kvaluation Report) to determine hisher skills and program needs. Parents and the client are considered con-sidered a vital part of the placement decision. Placement decisions will be determined by an |
