Show Lindon City Council Meeting Held on October 26, Problems The Lindon City Council met in their regular meeting on Tuesday, Oct. 26, with Mayor Willard Johnson conducting. con-ducting. Present were Douglas Johnson, JVar Gillman, Wayne Johnson, Brian Pead and Nyal Smith, councilmen and Harold Erickson, city recorder. David Thurgood, city engineer was also present. Don Robertson, representing represen-ting Western Construction, met with the council concerning concer-ning a new railroad crossing on Main Street, and to extend the Main Street through Clyde Olsen and Vern Dunn property below Hiway 114. He stated that if the new crossing was accepted the state and railroad would require the old one at George Taylor's to be closed. If this were done Mr. Robertson proposed that his organization put in an improved im-proved gravel frontage road from the Taylor property over to the new crossing. Mr. Taylor's approval had not been obtained for this. After much discussion, Mr. Robertson agreed to meet with David Thurgood, city engineer and City Attorney John Backlund to survey all the ramifications of this proposal. The city council feels that it cannot approve these plans until they are approved ap-proved by all parties concer ned, including Ueorge Taylor. John Darrington and Orlo McEwan, met with the council coun-cil and explained the need for setting goals to satisfy HUD requirements. They said that HUD homes in Utah had been well administered and well built, and after an explanation ex-planation of the problems facing a city in getting involved in-volved in HUD homes, it was decided that the council look over the suggestions given and come up with something in the future. Wayne Johnson discussed a letter he had received from the State Engineer stating the need for proving up on the new well. The pump should be attached and upciaLiuimi uy iso. Mr. Johnson also stated he felt that the council should get the proposed streets on the Master Street Plan so that when people come in to subdivide they will know that there are proposed streets there. Mr. Johnson also mentioned men-tioned the serious accident at 4th North, when a car hit a manhole that was too high. He could not understand how the police department can let these things keep going on when they see these safety hazards and don't do something about them. A family was badly hurt in the accident. Douglas Johnson suggested that perhaps the police were not so much at fault as were the contractors. Wayne said that the police had been directed to cite the contractors in case of negligence in taking care of unsafe conditions left by them. The suggestion was given that the Mayor write a strong letter to the contractors, contrac-tors, asking them to eliminate these hazards. David Thurgood presented a suggested list of deadlines for information to be presented presen-ted to the Planning Commission Com-mission so they will be informed infor-med in advance when a request is to be made. The list was accepted and is as follows: (Continued on Page 2) City Council (Continued from Page 1) The council approved the hiring of Ed Olpin in the street department to work as truck driver and light equipment equip-ment operator. Councilman Mills reported that he has another vacancy in the street department and will be taking applications until Friday, Nov. 12 for this position. Councilman Ford West reported that plans are un-f un-f derway to construct an ice skating rink at the rodeo grounds property. The location would be east of the Roundabout Race Track. Lights are being planned for the area. Councilman West reported also on the fine work being done by the Volunteer Ambulance Am-bulance Association. Mayor Haynie also expressed appreciate ap-preciate for the service per-I per-I 'ormed by these people. Councilman John Hun-man Hun-man expressed concern about bpginning of a special improvem -t for 900 North between J and 400 East. Councilman Grant Atwood reviewed the organization of I the Board of Adjustments (Continued on Page 6) which provides for a correct description of the property annexed. All members of the council voted in favor of the ordinance except Councilman E. Mark Bezzant, who voted nay. City Council (Continued from Poge 2) The city recorder reported that it is best to have several projects advertised at one Notice of Public Hearing Public Hearing The city council will meet Tuesday, November 16, 1976 in the Pleasant Grove city hall to review two changes to Chapter 7 (zoning ordinance) of the city code. The two items to be discussed and the times for each are: 6:30 p.m. a proposed addition to the general provisions of the zoning ordinance which will regulate height and locatrions of fences, hedges and walls on property lines. The provisions of the ordinance require no fence, wall or hedge in the front yard to exceed three feet except for non view obscuring ob-scuring fences which may be four feet high and in rear yard fences, wall and hedges shall not to exceed six feet unless approved by the board of adjustments and subject I to the purchase of a building permit. Single shrub planting shall not constitute a hedge if the closest distance between the foliage of any two plants is and remains five feet. Section Sec-tion four of the existing ordinance or-dinance is amended to provide for a three foot fence at intersections. He noted that it is the intent to determine deter-mine areas for special improvement im-provement districts and to perform the necessary paperwork during the winter and prepare for-eonstruction in the spring. The council voted to adopt the new ordinance, NOTICE OF PUBLIC HEARING The Pleasant Grove City Council will meet Tuesday, December 7, 1976 beginning at 6:00 p.m. in the city hall to review three proposed changes to Title 7 (zoning ordinance) of the city code. The three items to be discussed and the times for each are: 6:00 p.m. Review of the proposed addition of a development fee for all new homes which would provide a fee equal to l'2of the new home valuation to be paid into a development fund which monies would be used to defray the expense incurred because of the impact of new homes on the community. This fund would be used to purchase and develop park areas, purchase surface water drainage areas, construct bridges, and other related improvements. 6:45 p.m. To review the request to add to the residential zones the use of property for F.M. radio broadcast stations. This use would be allowed as a special use permit and would require issuance of a permit from the Planning Commission. 6:55 p.m. To review a possible zone change requested by property owners residing on 200 South east of 700 East Street to Loader Avenue from the present R-l zone to A-l-SD zone. The SD designation would prohibit construction of multiple dwellings in this area. All interested citizens are invited to attend this meeting and to express their opinions. It h been noted that when homes are allowed to be built on unimproved streets that many problems arise when the street improvements are subsequently installed. It is felt that by requiring these improvements that the road design will have been determined deter-mined and the problems of matching the road will be eliminated.
