Show Incumbent Declared Winner Following the flip of a coin witnessed by Summit County Commissioners Tuesday, Juanita Stembridge was declared de-clared the winner of the race for the South Summit School Board seat from the Peoa-. Peoa-. Marion area. Following the Nov. 2 election Stembridge was declared the winner of the race over Marve Mitchel by one vote margin. However, a subsequent recount showed show-ed the two tied. State statutes provides tied elections be decided by a coin toss. Marve Mitchel called "heads" in the air but when the coin hit the ground it came up tails and Juanita Stembridge will retain her school board seat.
