Show Expanded Commission, Manager Proposed for County The .Summit County Board (if Commissioners voted unanimously un-animously Tuesday night to support a proposed new form of government for the county. The three commissioners commis-sioners approved a resolution resolut-ion indicating their intent to support the change and scheduled a public hearing on the subject for December 1 7 al 7 p.m. in Coalville. According to County Planner Plann-er Stan Slrebel, in the interim, the new government proposal will be taken to the people of Summit County via a series of public input sessions to be scheduled, beginning October I at various locations around the County. The proposal adopted Tuesday Tues-day represents the work of a 17-member task force made up of a broad cross section of Summit County residents. The task force met ll times throughout the summer before be-fore finally agreeing on the proposal presented to Commissioners. Com-missioners. Basicallv. the new County Government will be headed by a five-member board of commissioners who will be elected from five separate districts to be established on a population basis. According to Strebel, residents resi-dents will only be allowed to vote for the representative from their respective district. "This will insure that each population area will be adequately represented on the board," Strebel said. Presently the Park City area has no direct representation on the board because Commissioners Com-missioners are elected at large throughout the County and Park City has been unable to muster enough votes to send a representative representat-ive to Coalville. Under the proposed new government. Park City will have at least one guaranteed representative. representa-tive. Pursuant to the proposal, the actual administration of the County will be left to a County Manager who will be appointed by the five commissioners. com-missioners. Strebel said the County Manager will not be given as much power as the City Manager in Park City because the commissioners will retain the final say on many important county decisions. deci-sions. In addition to the County Manager, the Commission ers will appoint a County Clerk, Recorder, Assesor, Treasurer, Constable and Surveyor. Those offices are presently elected positions. The residents will still, however, retain the right to elect the County Sheriff and Attorney. Strebel said the task force decided the other key county officials should be appointed rather than elected because an appointed County Manager Mana-ger would have difficulty administrating to other officials offi-cials who were elected by the people. The final say in the proposed new government will rest with the people of Summit County. Should the existing commissioners perceive per-ceive favorable public reaction react-ion during the input sessions and December hearing, they will schedule an erection around April 1 where the voters will have the opportunity opportu-nity of approving or disapproving disap-proving the plan. If the plan succeeds in the election, the districts will be apportioned and candidates selected from each area at County Republican and Democrat De-mocrat conventions in Coalville Coal-ville during June. The final slate of new commissioners will be selected select-ed during the general election elect-ion in November of 1982. |
